Agricultural Development

Occupational Dwellings

Game farm, Oxon.Kernon Countryside Consultants have appraised many applications for occupational dwellings either on behalf of applicants, local authorities or third party objectors. We have a detailed understanding of the relevant policy criteria and their application for both temporary and permanent dwellings.

Beef unit, Glos.We have assessed businesses and applications for a wide range of enterprises including traditional agricultural enterprises such as dairy, beef, sheep and poultry, horticultural enterprises including flowers, fruit and hydroponics, and less common enterprises such as deer, ostriches, rabbits, wild boar, alpacas and mushrooms.

Agricultural Buildings

New grainstore, Glos.Whether you want to develop a new farmyard complex on a greenfield site, or simply extend an existing farm building, we can help. We can advise whether the proposal benefits from permitted development rights or whether a full planning application will be necessary. We have been involved in many applications and appraisals for farm buildings including grain stores, cattle and sheep sheds, poultry units (moveable and fixed units), hay/straw/machinery sheds, rabbit units and polytunnels.

Equine Development

Stud, Staffs.The equine sector makes a huge contribution to the rural economy. With many farmers looking at ways to diversify and more people becoming involved with horses there has been a big increase in the use of land and buildings for equestrian purposes.

Stables, Wilts.We are able to advise on a wide range of equestrian development from small-scale stabling for personal use through to large-scale equestrian complexes for commercial projects. We can advise on the erection of new purpose-built stable blocks or the provision of stabling through building re-use. KCC have experience of a wide range of equestrian enterprises including Stud Farms, Racing Yards and Livery enterprises. Recent projects have included:

  • Gaining consent for the re-use of a redundant pig unit for stabling
  • Achieving planning consent for an Indoor Riding Arena in an AONB
  • Advising on and gaining consent for occupational dwellings in connection with a variety of equine enterprises
  • Gaining consent for a large complex of buildings in an AONB for use in connection with a Stud Farm

Rural Diversification

Government policy is in favour of rural diversification and building re-use, with safeguards. We have been involved with applications and proposals for a wide range of re-uses including:

Development of Land

Housing estateNew developments on greenfield land will inevitably have impacts for Agriculture. KCC can advise on the effects of non-agricultural development on agricultural land quality and farm businesses.


GwentNew off-line road schemes in particular can have significant effects on farm businesses. In many cases the impacts can be at least partially mitigated. KCC are able to undertake interviews with farmers / landowners and advise on the likely impacts on farm businesses and the need for mitigation. We are also able to carry out and advise on the need for Agricultural Land Classification (ALC) Surveys.

KCC have been involved in providing the agricultural input to numerous Environmental Statements for road schemes and development sites across England, Wales and Northern Ireland. KCC also give evidence at Public Inquiries, however in many instances agricultural objections can be overcome before the start of a Public Inquiry.

Land Use Studies

Fruit farm, Devon.Over the years Kernon Countryside Consultants have been involved in a variety of land-based research projects for Government Departments and Agencies. In recent years studies have included:

Agricultural economy, Kent..

Monsal trail, Derbyshire.

  • An insight into farming and other rural land uses around the urban fringe. This project involved interviews with over 80 farmers around the urban fringe;
  • A study into the likely effects of “re-wilding”, and production of an Holistic Management Plan for an Estate in Sussex;
  • A review of the planning policy relating to Essential Dwellings in the Countryside for the Welsh Assembly Government;
  • An evaluation of the traffic effects of farm diversification for the Countryside Agency;
  • A review of the Planning Consultancy Advice Scheme on behalf of DEFRA;
  • Numerous other smaller land-based projects for local authorities, Community Forests and AONB Teams.

Expert Witness Work:

Water Catchment, Cumbria.Both Tony Kernon and Verity Drewett are experienced at Expert Witness work. Tony has given evidence at over 100 planning inquiries and appeal hearings. Both can attend planning appeals / public inquiries and provide input to appeal statements / proofs of evidence.
